Upon first hearing rumors of it I was really excited, enough to pre-order the associated cards. They&#8217;ve been underutilized though because I found the final\u00a0release so lackluster compared to its\u00a0potential.\u00a0In the <a href=\"http:\/\/pagegaming.com\/40k\">tournaments and events<\/a> I&#8217;ve run this\u00a0year we&#8217;ve used an alternate set of Maelstrom-style tactical objectives and\u00a0mission rules.\u00a0They\u00a0seem to work really well, addressing some of the big issues while preserving the positive aspects and adding some interesting innovations, so I thought I&#8217;d finally get around to sharing.<\/p>\n<div id=\"attachment_3477\" style=\"width: 540px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3477\" class=\"size-large wp-image-3477\" src=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy-1024x768.jpg\" alt=\"Into the maelstrom!\" width=\"530\" height=\"398\" srcset=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy-1024x768.jpg 1024w, https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy-300x225.jpg 300w, https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy-60x45.jpg 60w, https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/asteroids-before-blue-galaxy.jpg 1600w\" sizes=\"auto, (max-width: 530px) 100vw, 530px\" \/><\/a><p id=\"caption-attachment-3477\" class=\"wp-caption-text\">Into the maelstrom.<\/p><\/div>\n<h2>Just Roll Some Dice!<\/h2>\n<p>The heart of Maelstrom is randomized missions. In traditional 40k, players essentially compete\u00a0for control over\u00a0a set of\u00a0objective markers\u00a0placed on the board, or simply to kill all the opposing units. Maelstrom has players randomly determine smaller scoped objectives throughout the game. By drawing cards or rolling on a table, they&#8217;re directed to control\u00a0specific objective markers, kill a stipulated type of unit, or even\u00a0make particular\u00a0actions in order to score points.<\/p>\n<p>Official Maelstrom has many\u00a0shortcomings. Some are easily rectified or mitigated. One such common house rule is to immediately discard impossible tactical objectives, e.g., if your opponent has no units of a necessary type. That this is so obvious an improvement only highlights how little effort GW put into their rules. It&#8217;s worth noting though what seems\u00a0to be\u00a0a frequently\u00a0overlooked subtlety: Should tactical objectives be discarded only if they were never possible, or even if they&#8217;re impossible\u00a0when drawn?\u00a0The &#8220;Kill a psyker&#8221; goal\u00a0highlights the difference: Can it be discarded immediately only if the opponent never had a psyker in their army, or can it also be discarded if all their psykers are merely\u00a0already slain? I don&#8217;t have strong feelings either way and the two probably don&#8217;t offer vastly different experiences in practice, but\u00a0this\u00a0is a design decision\u00a0to be made consciously.<\/p>\n<p>Beyond a few such\u00a0smaller problems, there are two design patterns\u00a0throughout the stock Maelstrom that really gall me. Most obvious and frequently addressed in tournaments are random results.\u00a0It&#8217;s absolutely deleterious to strategic play\u00a0to have tactical objectives yield random amounts of victory points <em>once achieved<\/em>. A variety of reasonable house rules could address that and are frequently applied, e.g., always claim\u00a0the maximum, or roll for the value\u00a0when the objective is drawn. The latter actually imposes\u00a0an interesting strategic evaluation of\u00a0effort versus reward while maintaining the basic Maelstrom philosophy of unknown and variable objectives. That it&#8217;s such a small tweak\u00a0but vastly\u00a0better again highlights just how little design effort\u00a0GW expends. In any event, a variety of hotfixes\u00a0are possible for these objectives,\u00a0but at some point you may as well just replace them.<\/p>\n<p>Most upsetting to me though are the forced play tactical objectives, that\u00a0award victory points simply for executing game mechanics.\u00a0Instead of presenting\u00a0a goal to work toward, they merely give away free points or, worse, dictate play. Many are actions you may be\u00a0trivially doing anyway, such as Daemons and\u00a0the &#8220;Cast a psychic power&#8221; condition. Others force you to make micro-level \u00a0moves that may not fit your army or macro-level situation at all&#8212;may the Greater Good shine on\u00a0Tau that draw the &#8220;Make an assault&#8221;\u00a0card! Scoring\u00a0should be based on game conditions to be achieved, not making the\u00a0player a puppet enacting\u00a0pre-scripted\u00a0actions.<\/p>\n<p>Random results and forced play goals\u00a0come from the same\u00a0&#8220;Just roll dice &amp; push models around!&#8221; mentality of\u00a0Games Workshop that\u00a0gave us <span class=\"il\">random<\/span>\u00a0psychic powers and warlord traits. The surface level attraction\u00a0is just the variability of it. Sooner or later most everybody wants to play something different from the Eternal War missions that have been carried through editions under one name or another for\u00a0literally decades now.<\/p>\n<p>As an event organizer and game designer though, what really calls\u00a0to me about that variability is the flexibility it requires of the players and their armies.\u00a0To really capitalize on the Maelstrom tactical objectives, you need to be able to move all about the table, and to easily\u00a0switch back and forth between killing specific units\u00a0versus claiming objectives. The downside of this is that it\u00a0encourages\u00a0armies built around&#8212;and perhaps even spamming&#8212;small, highly mobile units. Arguably the format is\u00a0imbalanced toward factions\u00a0with more or better\u00a0units of that style. However, given that many of the recent balance\u00a0problems in 40k have revolved around deathstar units or even\u00a0unstoppable single models,\u00a0tipping the scales the other way is not necessarily unwelcome. Tracking which tactical objectives are in play, discarded, and achieved isn&#8217;t a huge deal, but it&#8217;s not nothing\u00a0either. Without the cards you&#8217;re left just scribbling things down. In order to keep my events on time while enabling games to play\u00a0out fully, and to\u00a0alleviate the burden on our more casual, less frequent players, I really wanted to\u00a0structure and streamline the bookkeeping. At the same time,\u00a0this alternate\u00a0format\u00a0was developed for and used within small, monthly shop tournaments. The players rip\u00a0them\u00a0out\u00a0and each mark\u00a0one up throughout the game for their bookkeeping.\u00a0Mechanics are as follows:<\/p>\n<ul>\n<li>To draw a tactical objective, roll a D66 and consult your tactical objective table. If that objective is already in play for you, has been achieved, or is scratched off, roll again. Similarly, if that objective would be provably impossible to score, e.g., your opponent has no\u00a0characters remaining, roll again. Once a valid objective has been rolled, mark it as in play.<\/li>\n<li>Targets cannot be nominated or chosen for a tactical objective marked with a \u2020 that have already been\u00a0chosen for a \u2020 objective you have in play.<\/li>\n<li>At the end of your turns, check the requirements for each tactical objective you have in play. For each\u00a0fixed-value objective met, mark it as achieved and score the associated value in mission points (n.b.: not\u00a0victory points). Tactical objectives with a value of X may be kept in play as long as you wish. At the end of\u00a0any of your turns while in play they may be marked as achieved and scored as indicated. Once achieved,\u00a0objectives are no longer considered in play and cannot be put in play or scored again.<\/li>\n<li>Multiple objectives can be scored in a turn, caveat that you cannot achieve multiple tactical objectives with\u00a0the same exact title in the same turn using the same marker(s) or unit(s). E.g., to score both Storm objectives\u00a0at once, you would need to simultaneously control two separate markers in the enemy deployment zone.<\/li>\n<li>At the end of your turn you may scratch out one of your tactical objectives in play to remove it from play.<\/li>\n<li>Tactical objectives in play, achieved, and scratched out are not secret.<\/li>\n<\/ul>\n<p>Each particular mission will then have a rule\u00a0controlling the number of cards drawn, similar to the various official Maelstrom missions. Two examples we&#8217;ve used include:<\/p>\n<ul>\n<li><em>Standing Orders.<\/em> At the start of your turns, draw tactical objectives until you have a total of six in play.<\/li>\n<li><em>Into the Maelstrom.<\/em> At the start of your turns, draw tactical objectives until you have as many in play as the current game turn number.<\/li>\n<\/ul>\n<p>Rather earning victory points directly, at game end the players are scored\u00a0by comparing mission points earned via tactical objectives achieved, and awarding victory points to the higher and lower scorer according to this table:<\/p>\n<p><a href=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/Screenshot_2015-10-21_23-51-31.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-3486\" src=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/Screenshot_2015-10-21_23-51-31.png\" alt=\"Screenshot_2015-10-21_23-51-31\" width=\"485\" height=\"38\" srcset=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/Screenshot_2015-10-21_23-51-31.png 830w, https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/Screenshot_2015-10-21_23-51-31-300x23.png 300w, https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/Screenshot_2015-10-21_23-51-31-60x5.png 60w\" sizes=\"auto, (max-width: 485px) 100vw, 485px\" \/><\/a><\/p>\n<p>Scoring in that indirect fashion\u00a0rescales\u00a0the substantial\u00a0number of tactical objectives that might be achieved into the 9\u00a0VP primary objective cap around which our missions are designed (they also include secondary and tertiary objectives, for a total of 20 points available in each round). In doing so the\u00a0results are\u00a0also normalized a bit across matches, such that one player\u00a0cannot gain an insurmountable lead in the tournament by winning with a ridiculous number\u00a0of tactical objectives achieved, while another victorious player falls far behind despite also trouncing their opponent but by a less ridiculous amount. In general it&#8217;s important to normalize in some\u00a0fashion like this to determine the strength of a result for a Maelstrom mission, given that the actual number of tactical objectives achieved can be so variable match\u00a0to match.\u00a0The specific value ranges here\u00a0were determined by Sascha Edelkraut and seem to work well for our 9 VP\u00a0cap.<\/p>\n<h2>Strategy<\/h2>\n<p>These new tactical objectives of course eliminate random results and forced play. However,\u00a0Maelstrom&#8217;s overall variability and requisite flexibility is still maintained.<\/p>\n<p>Further, the X-valued objectives are a novel mechanic I haven&#8217;t\u00a0seen in 40k. They enable the player to make\u00a0an ongoing strategic evaluation\u00a0of effort versus\u00a0reward for that condition, either pushing on to try and acquire another point or to cut bait and dump it for a new, hopefully easier, objective. Objectives that require the player to nominate a target also encourage players\u00a0to declare a goal and then work toward it, rather than simply\u00a0hoping they draw tactical objectives for markers they&#8217;re already holding. The several variations\u00a0with\u00a0one player\u00a0putting forward several proposals and the other choosing among them\u00a0are also an interesting twist, adding a new interaction and a little bit of adversarial forward\u00a0thinking.<\/p>\n<p>Last but not least, these tactical objectives rightfully focus heavily on controlling objective markers. However, a number\u00a0also offer opportunities to\u00a0play toward pure\u00a0mobility, as well as annihilation-style\u00a0kill point hunting. Particularly with the X-valued mechanic enabling players to work toward them for some time or not, this gives a real, conscious strategic choice about whether or how much to focus on the various types of goals, while still staying within the overall chaotic Maelstrom framework of variable objectives and necessary flexibility. You can&#8217;t win a tough match if you can&#8217;t play for both objective markers and kill points to at least some extent, but you do have some opportunity here to strategically focus your efforts on one or the other. In general that kind of choice in both play and army construction is a major goal of the mission\u00a0format for our events.<\/p>\n<h2>Evaluation<\/h2>\n<p>We&#8217;ve used this format in a number of small scale tournaments (8&#8211;16 players) this year, and it&#8217;s worked very well. The logistics for me as event organizer are trivial, I simply include multiple copies of the tactical objectives sheet above in each mission packet. For players the bookkeeping is fast and intuitive to execute once explained.<\/p>\n<p>To\u00a0game design, random results and forced play are eliminated while still maintaining the variability and requisite flexibility of Maelstrom play. Further, a number of novel mechanics offer new and\u00a0ongoing strategic evaluations\u00a0to the players, as well as\u00a0affording\u00a0meaningful selections between\u00a0different strategic concentrations and army styles.<\/p>\n<p>One notable downside of this setup is that it&#8217;s not as tactile as cards. However, for a large enough event or as a one-off occassion\u00a0it would be easy to convert the objectives table and mechanics into\u00a0cards. A related note though is that several players have been disappointed at not being able to use faction-specific\u00a0tactical objectives published by Games Workshop. This is unfortunate, but given the rampant problems among those with random results and imbalanced conditions, I don&#8217;t see any\u00a0acceptable approach but to disallow\u00a0their use in\u00a0tournaments.<\/p>\n<h2>Play!<\/h2>\n<p>Again, the tactical objectives sheet is available as a <a href=\"https:\/\/www.rocketshipgames.com\/blogs\/tjkopena\/wp-content\/uploads\/2015\/10\/tactical-objectives.pdf\">printable PDF<\/a>.
